In research, I explore tax policies of the US state and local government, measuring horizontal and vertical equity issues in property taxation. I am also interested in the financial performance of local governments, government reorganization, and the public finances of transition economies. With Professor Elizabeth Dale, I published a special report on charitable giving under the auspices of Giving USA Foundation. Supported by the Lincoln Institute of Land Policy, my current research project examines the outcomes of education finance reform in Washington State.
During my professional formation, I have received continuous, significant support from Indiana University, Lincoln Institute of Land Policy, Open Society Institute and the US Department of State. My published research appears in Public Finance Review, State and Local Government Review, Journal of Property Tax Assessment and Administration, and State Tax Notes. Upon request, I consult on quantitative and data research for various public sector studies.
