This thing operates based on buildup of static charge. The belt is stretched around two rollers of different material such that the belt deposits or steals electrons at it rubs them. This works similarly to charging the rods in the electroscopes demonstration. When sufficient charge is built up and the voltage difference between electrodes exceeds the breakdown voltage, there is a spark.
